I totally agree that it's a fun little game, but the UI and especially documentation leave a *lot* to be desired at this point.
There is no graphical cue that a sector is operational. As sectors become available, It will open up top-left, top-right, bottom-left, bottom-right on the first page of sectors. Once you get more sectors than that, the pattern repeats on the next page of sectors. You can build/store components in sectors that aren't active yet but they won't do anything. If you build a second power unit and then think that it's represented by the second page and put components in the top-left sector of the second page and you can't get them to work, that's why.

I was a long time ago in your situation. First, water boils at 100 °C. When you unlock heat exchangers, it adsorb 30 °C by heat exchanger. Following your description I think your absorbing only 60°C for your turbine and it's not enough to produce power for that unit until your first sector is next to the temperature limit. On the upgrade tree you have some research to do in the aim to raise your heat exchanger performance. When it's done you will be abble to put 3 heat exchangers for 1 turbine. Put the heat exchangers at 100% and your sector temperature will raise up to 105°C allowing a little production of electricity.
On early game, the heat exchangers are efficient to allow to raise the temperature to produce more electricity with your first sector.
