Report a translation problem
The other user reported like this: "Yes this is happening after the first grand checkpoint. The Upgrade tutorial is not allowing an upgrade to be purchased and so I’ve moved on in the game but the tutorial message remains" + Have you tried to exit the game and resume your save? "Yes tried that as well as power cycled the Switch - also I’ve just uninstalled and redownloaded but the issue persists."
Does that match what you're experiencing? A very strange bug but it seems it can happen...
You can also try to either quit and restart the game, or redownload the game, and perhaps most importantly delete the savegames within the game and outside of the game.

Sadly that will of course delete your progress... but it's worth a shot.
Technical explanation: I suspect something is going wrong with the "options" file which won't get deleted when you delete save games within the game itself. And it probably isn't deleted upon redownload either. I suspect that there's a "skill_upgrade_tutorial completed" or such flag that is not getting marked correctly and that causes the issue.
Now, once you have deleted the data, the big question is whether or not it will happen again. You may try pressing the Minus button (if I remember right for the Switch controller, it might be something else) to bring up the Customize/Upgrade menu and see if you can trigger the upgrade tutorial earlier than prompted in Level 4...

Maybe it fixes that bug.
As far as I’ve heard this is the first time this has happened outside of Switch. Did you happen to do anything special around the first grand checkpoint like quit the game in the middle of the tutorial or something similar? Or did this happen just during a normal playthrough?
I’ll try and dig around a bit maybe tonight or latest by tomorrow and give you guys an update if I spot something.

I failed to reproduce this so I can't guarantee that this would work, but looking at how things are implemented it should.
