you have a ruler tool
The line of bearing means that the transmission originated somewhere along that line. That particular transmission occurs multiple times throughout the campaign, however, and you're able to get new bearings with each transmission.
If you've been keeping track of all of them with the ruler then you'll find that the lines will eventually intersect at a point. That point is the transmission origin, and where you need to go to meet whoever keeps radioing you.
He's been in a normal city every time for me.
Wherever that line intersects a city, that's where he might/should be at the moment. He does move around however so simply ignoring the transmission for a time while you move on results in him moving away to a different location to "keep up" with you.
