How to build a new ship? Of course, I can buy already existing and then re-build it, but what to do if I want to create new ship?

Creating an entirely new ship IN THE CAMPAIGN is not possible I believe.

It's possible, but prohibitively expensive and time-consuming. You'd essentially have to strip down an existing ship and start rebuilding on that. Since even small part replacements can take many hours (and even when docked), reconstructing a whole ship could take a looooong time.

I have constructed Lightning from a rook. I bought modules in rare merchant city, went to shipyard for added bonus for repairs and striped rook to bridge and build lightning from scratch. Had to do it as there were no more lightnings to buy and i had to sell mine coz it had to many variants and slowed my game.

I recommend making a custom ship in the main menu shipworks that is just a absolute-minimum ship with super low price and long range. Store them in the the middle of the desert, or in a hidden city. When you want to build a new ship during the campaign, just bring all the components to a hidden city, send in this "spare hull", and it should be ready in a few in-game days.

If you put 0 weapons and 0 sensors, just 2*D-30S engine, 1 small fuel tank, 1 small generator:
2404 range, 1752 km/h speed. $620 price tag.
