Yes, of course, its 15% movement speed and 10% less damage (Sissy is also faster and Cook catches up to you). I heard a streamer call hacks and I laughed at myself and told him that was the perk. He then said it wasn't supposed to be like this, then he looked at his family and he had the perk at level 0 along with the hitchhiker.

From what I've seen he can't be faster but he can keep pace with you which would make it impossible to escape without using a crawlspace or something. You very well could've seen a hack though as they can tweak how fast they go and it could've just been a 5% increase. I have seen Johnny's moving faster than Leatherface at full sprint though so always consider it

Yes, that is good balance. Use wells, barricade, crawlspaces, wallcracks or just be good at hiding after going around a corner (there are no shiny scratchmarks) to escape. Why should you be able to outrun the family? Maybe a free-win-button would be what you desire.

Not only that but hitchiker is weak as hell and scout even reduces his damage even more

Hitch needs to be touching models to hit someone while both are running. Scout 3 will barely let you gain on sprinting victim, but his stamina will run out and be forced to recharge long before your choose flight stacks are out. If he attacks without literally touching your model it will whiff. If he builds endurance and not savagery his damage will be anemic and take 8-10 hits to kill a default toughness connie.

hiding basically a joke in some important door and if you hide not run and lf find you you just died

hitch is the fastest family member, and even with scout you can still barely catch victims. not even mentioning if victim uses jump start or choose flight.
