This is coming from someone who mains Hitchhiker and Cook.
Both of these characters lose speed upon swinging, as Hitchhiker, if I want to consistently hit someone in a straight line race, I need to swing once, wait a moment, then swing again, otherwise I will start missing and slowing down.
As for cook, well, you only get hits in when they make mistakes or underestimate your damage, Scout helps with this.
I run Scout on both characters, and I still need to apply this strategy otherwise I will let them make distance.
So no, there's no lunge buff or anything, they are simply using this strategy to hit you without letting you make distance.
