The stunlocking only works as a distraction, can't help you escape. It's annoying sure, but if you can team chat then a lot can be changed by getting backup.
Most importantly, if they are bullies, don't chase, just focus on stopping them from doing the actual objectives and focus on the ones actually trying to escape.
Also the fact that every game can be so vastly different is what makes it so absolutely mesmerizing, one time you're dominating, other time dominated, sometimes done in 4min, others die after 20 min.
The other counter is to find the ones not stunlocking, because they are actually tryin to escape, the bullies are wasting time focusing on a single killer to stunlock which will make it harder for them to escape if their teammates get killed.
