Hitchhiker has macro slowdown traps, Sissy doesn't
The problem is when you add Rubber Legs perk to it, the slowdown stacking is way too much, probably -0.3 per stack, to the point Victims can't move after a few hits
Read the code, tested it myself, tested it with friends, saw it on youtube too and my friends who play Sissy also confirmed it.
You can test it yourself by doing those simple steps:
Pick Sissy
Unequip Special Blend
Find Victim
Attack them
You will see the victim has noise notification after being attacked and if you attack the same victim multiple times they will get so slow they will start running in place without almost moving like in cartoons.
In the images I showed how the code was constructed and it was just like for Johnny who has just Concussion effect on melee hit.

Rubber Legs multiplies Victim's Speed Multiplier by 0.9 (for lvl2 - 0.85, for lvl3 - 0.8).
For Rubber Legs to work it needs Tag Poisoned which Sissy's attacks don't have.
something is obviously off with the perk as there is no counter-play once hit with Rubber Legs
I think basekit Sissy poison is fine, but the bug originates from some of the slow on hit perks idk
After few seconds victims return to their original movement speed, so it isn't a permanent slow.
And of course you are bringing to discussion Special Blend which has nothing to do with it.
Sissy has a passive ability which let's her slow victims with melee attack!
So there isn't "single use" perk that works infinitely.
She has the same code just like Johnny about her special attacks.
But Johnny doesn't slow victims, Sissy does.
