Any way to get this perk on his tree? I think I've tried all paths and perk combinations (perks you get before ? change what you got from what I discovered) and cannot seem to find it.

If a perk is not in a fixed position of your perk tree head to Loadout, click on your perks and check if you can see the desired perk among the All perk list. If not, you can't, there are some perk that can't be unlocked for certain characters. It it's there, you need to reset the perk tree until you get it from a random perk slot.
