Just FYI, Charles Manson ordered the murders however although Manson committed murderous and violent actions he personally did not physically kill anyone himself (at least that was ever proven). This is well documented.
Tobe Hooper. This is another well known and documented fact. The character of Leatherface (and minor story details) were definitely inspired by Ed Gein. If you're interested in the making of The Texas Chainsaw Massacre movie I suggest you watch a documentary about it. I've seen a few in my time (and own one as a bonus feature on a collectors edition DVD I bought back in the day which definitely confirms the inspired by Ed Gein thing).

Correct and The Texas Chainsaw Massacre - both game and movie - are fiction. The "justification" you ask for in your OP is simple to understand; games and movies as well as many other outlets are art forms which is always inspired by real life. That's all the "justification" that's needed.
