Jump Start--> Tier 3
Choose Flight--> Tier 3 (not bad at Tier 2 though)
Efficient Locksmith--> Tier 3
Note: If you want to have more stamina to compliment your ability to run away that Choose Flight and Jump start gives you, remove 5 points from proficiency and place them into your Endurance Stat. If you feel like your proficiency isn't helping with a stat of 41 you can always remove a few points from stealth to bump that up.
For the Family side of things I main a maxed Leatherface

Big Swings--> Tier 3

Blood Runner--> Tier 3 (Blood Runner can be switched out for Tracker Tagged Tier 3 for a more team based approach)
Leland's tackle ability is a "get out of a chase" free card. Pair that up with a shiv, and that gives you the ability to double stun a Family member. E.G. tackle, stand behind them, and stab.
Ana's tank ability basically makes her invulnerable soaking up 70&+ or more of incoming damage.
Get the aura reading perks to help you learn the map. Once you learn the map, pick the perks that works to your playstyle.
E.G. If you like to go full aggro, get the stun increased perks, and backstab one that also sap away the family member max stamina.
E.G. If you want to just do objectives, there's a perk that disables bone traps without needing a shiv.
As for family members, Leatherface, aka Bubba, is the one that scores the most points with very little effort by breaking everything. Victims can't grapple/struggle with you, they can only backstab and tackle.
I am not sure i will agree on that, i think all the games i have escaped so far is because of stealth.
You know those stupid lines they say "I hope they don't see me" or "I think I finally lost them" ... Family Members can hear those lines.
