What you say might be true but if you maxed out everything you can't complete those quests.

I've read the post just fine and I tested it myself as well and it didn't work for me.
And him telling us he bought an unrelated trap upgrade doesn't make any sense since I'm talking about having every single trap upgraded already.
Also opening a trap that has a fully upgraded radius or damage and closing the menu doesn't complete the quest.
So I'm not sure what you mean.
i only noted the Trap upgrade purchase because i wasn't sure what triggered the quest completion for me. (which i noted at the start of my post)
