most of my level locked items surely come from festival purchases I think
but yes, it is frustrating to save up a lot of money, buy all clothes on festival only to realise that I wouldn't be able to unpack them for a very long time
and I think I had bought a skirt on my first save, and it was level 3 - so it was taking a quarter of tiny pre-update box
items corresponding with level in sense that they start being available for purchase in shops is a nice progression idea
but not being able to use whatever item that you somehow obtained is frustrating a lot, and doesn't make much sense
being able to use all items you already obtained would be much more enjoyable experience, and making festivals (and other ways to obtain items unusual for your level like surprise/random box you can buy on the phone, or quest/level rewards etc.) more enticing and rewarding
As for being able use items at the right time in the game yes, we need to balance this asap, this one needs a bit more time but we are on it <3
