At some point the destruction gets reversed and you can actually repair the city. You will have long finished the game before that though
Life support+wounded helps a lot, plus what ever gives you the most percents of everything
Energy can get to 100%(on the right) when the left(how much you put into it) is much lower, say if you have energy upgrades to 60%(left) the actual energy(right number) will be rising slowly to 100%, putting more will just make it rise faster to 100%. Energy is at 100% on day 15 with less than 64% upgrades.
Say the right number of energy is at 70%, food is at 40%, and life systems is at 35%(right number) while your life system upgrades are at 18%. The actual life systems will be dropping down fast destroying the city with it(will be lowering your overall efficiency) if you put some into it, it will slow down the drop, and eventually it will reverse.
Upgrade whatever is your lowest when you have the leeway to do so.
Doing what you need first, the important stuff, like district 56 for components, 26 for cost of components, mech hangar, academic corpus etc, will actually give you enough food, and everything to slow down destruction emough. All you'll be missing at that point is some life systems and wounded, just throw some upgrades there between upgrading the stuff you need.
