Turbine bypass valves and more
I am really enjoying the game, but I have a question about turbine bypass valves. From my experience, the bypass valves does nothing for 0-15% values, then reduces turbine power for values between 15-40% and then above 40% it doesn't matter, since turbine is at 0 power anyway.

That doesn't make much sense to me, for 2 reasons:

1) Even with bypass fully opened, SOME steam would flow to the turbine, since there is no seperate turbine valve, so pressure always has an open path through turbine.

2) I would expect the bypass valve to have most effect in 0-15% range, and then drop off exponentially as it's opened, kind of 1/x graph thing. Since opening the bypass allows more and more flow, and flow is biggest at high pressure, even small opening of bypass by a few% should have some noticable effect on turbine power. As bypass is opened more and more, the steam pressure on the steam generator side would start to drop, reducing turbine power, but also reducing flow through bypass, so each 1% of bypass opening should reduce turbine power by less than previous 1%.

There is also a consideration that since the bypass seems to be able to handle full steam generator output, there wouldnt be difference between 60% opened bypass and 100% opened bypass (since both settings are enough to allow all steam generated at, say, 30% of steam generator power to go thourgh bypass) so that kind of tracks with current behaviour. But that "dead zone" of 0-15% is weird.

Steam is water boiled to a gas.

So I don't know what the size of the bypass pipes are they could be 12 inch or larger size pipes and the steam slowly builds to around 64 so PSI which is around 4 bar (metric) or 4 atmospheres.

You require quite a lot of steam to be built up to fill the full capacity of all the pipe work

I think OP is entirely right.
Fluids under pressure seek out every possible path. So as soon as you open a vale / bypass for even 1 % you should see an effect.

However from what I can tell you from the discord, the current behavoiur might be subject to change, since the dev is currently working on the turbine system

Also, i believe there should be a 2nd valve in place, a valve for letting steam into the turbine, since from realistic point of view, right now there is no way to cut of steam supply to trubine.

Unless the bypass valve is like a redirector, where 10% opened bypass flow equals 90% opened turbine flow?

There is since the last update. The steam admission valves. Those however are also subject of more fine tuning. Currently you need to have them open around 50% to get the turbine going.
