The steam generator (evaporator) seems to operate in two "modes" in-game. Low pressure mode starting out seems to hold volume balance at low (25%) power on the secondary coolant pump. Once evaporator pressure levels off, the standard mode holds balance at about 40-60% power or medium power.
The switch to vent the steam (safety relief valve) should only be on if there's an over-pressure in the evaporator which I have yet to produce. The tutorial says to switch it on, so I switch it on and then right back off again.
Tutorial doesn't look up-to-date. I found setting control rods to about 95% seems to work, but I keep a close eye on the core temp and move it slightly when I need to increase or decrease reactivity. Try to keep the temp in the 300-360 degree Celsius range.
