I'm in the tutorial and cant figure out what to do here to get the RPM to begin to increase

Edit: The only thing that was new to manipulate was to start using the turbine release valve, which was a mistake since that reduces steam to the turbine, which generates the energy...

Reversing that along with messing with the steam and coolant levels seemed to work

Also, folllowing the tutorial, the steam generator steam-water flow maxes out on steam, and the reactor core internal temp exceeds it's limit. I'm not sure if this is from just being stuck at this step for too long
The update manual page 22 doesn't really provide much insight.

The steam generator (evaporator) seems to operate in two "modes" in-game. Low pressure mode starting out seems to hold volume balance at low (25%) power on the secondary coolant pump. Once evaporator pressure levels off, the standard mode holds balance at about 40-60% power or medium power.

The switch to vent the steam (safety relief valve) should only be on if there's an over-pressure in the evaporator which I have yet to produce. The tutorial says to switch it on, so I switch it on and then right back off again.

Tutorial doesn't look up-to-date. I found setting control rods to about 95% seems to work, but I keep a close eye on the core temp and move it slightly when I need to increase or decrease reactivity. Try to keep the temp in the 300-360 degree Celsius range.
