Where is Karmic Koi Fish?

Third fish questline, I spam fish pond below the bridge near Royal Capital Lundrute and I never got this fist

karmic koi can spawn in lake pelgrand

actually, Karmic Koi can only be fished under the drawbridge by the royal capital castle entrance

ArcBiter, how does one make things respawn? or are they timed? (i mean harvest nodes...fish... etc. not enemies)

yes, they are timed. Fishing spots I believe are at 10 or 15 minutes. It looks like there's also a requirement where you have to travel a few rooms away before it'll respawn (I once tried to respawn by going back and forth between two adjacent rooms and got nowhere)
