Yes, "friend's pass" type of games here on Steam offer exactly that.
It's basically a free copy of the game, but to play it - one of you need a purchased one.
So, you can buy the game, and the other fella can use the friend's pass - or vice versa.
Just be aware of one note, this game (its friend's pass) exists in two versions - an old one, and a new one. The old one (atm) supports EA invites only, and the new one supports both Steam and EA invites.
So, the other fella will need the new one, as the lobby invite in the old one might not work.
If that happens - use the EA invites.
