Report a translation problem
It's meant to show that the husband and wife have not really grown yet. That their selfishness is part of what holds them back. They were willing to harm their daughter emotionally, and even REVELED in it, because they thought it would help them.
It's MEANT to be a brutal scene, and it's supposed to make you uncomfortable while helping you understand some of their flaws.
The fact that you think an uncomfortable scene can ruin a story just because it made you feel bad is kind of silly. It's goal was to make you uncomfortable.
Hell, the story opens with the parents wanting a divorce; a hard subject. And seeing how they only think of how unhappy THEY are, and how they assume divorce is best for THEM instead of what's best for their child.
They'd rather give up because it's easy for them. They'd rather make thier kid sad because they think it benefits THEM.
The scene made you dislike the parents? GOOD! It did it's job; they are supposed to be unlikable for how far they put their needs above their daughter's emotional well-being.
When they realize then can affect the world to make her notice them, they don't think of writing a note, or drawing on paper. No, they decide to break her favorite toy
They, literally, put their wants above their child's emotional health. It's supposed to be uncomfortable and evil
That will make their redemption all the better at the end. (I assume; I have not beaten the game yet).
Not every story is sunshine and lollipops and hugs and kisses. They aren't bad just because you felt uncomfortable.
This is the sort of game I may have well bought to play with one of my three children. I'm glad I was warned in time to prevent them being exposed.

The ESRB (Or PEGI over in Europe) reviews a game and decides the age rating to set.
Also; just because you're uncomfortable, or disagree, does not mean the developers should rewrite the game.
The developers and publishers should ask themselves if they would want their children (assuming they have) to experience this. There is a (moral) responsibility on them here. The presentation of the game, with its cartooney graphics style, being full of toys and centred around the story of a child (albeit who's family has issues) is a deceptive wrapper for the extremely dark content within.
A board of people not associated with the game in any way decide the rating of the game. So it's not on the developers to change anything.
You find it unbelievable that the mom is a tecchie and the dad likes to garden?
Wow, that's a you problem. It's in no way unbelievable unless you're sexist.
And I explained the tears thing, but clearly this game is not for you, if the dad gardening is part of your 'issues' with the game's writing.
Anyways; I'm done here. When your complaint is 'why does the mom know DIY stuff?', you have a problem.
They main complaint is that SJW's cant write stories as seen here. I can tell by the story that the writers have severe mental issues. Parents dancing in a kids tears..... You have to be REALLY special to come up with that.

Just because YOU are uncomfortable does not mean that the rest of the world follows YOUR narrow-minded views.
Nor does it mean games should cater to your views and never write something you don't like.
