Report a translation problem
The developers really need to add, or force, a pre-compiling of shaders.
It happens in tons of UE4 games.
I hope the developers of this game are taking a look at fixing this problem... because the game doesn't stutter and hitch at all on consoles... because the shaders for those systems are already pre-compiled and shipped in the game package.

Watch this video I JUST made. I deleted all the shaders in the NV_Cache (some shaders in there it wont let you delete because they are related to Windows) and then I ran the game. This is just like running it for the first time. Stutters all over the place... Then after some of the cutscene played, I reloaded the exact same cutscene, and it's perfectly smooth the 2nd time... after the shaders are cached.

That's also another problem... a large amount of people are just able to ignore and gloss over these issues and then they act like they don't exist. Well, the problem is that this is 100% an issue, it's 100% a fact of PC gaming and game development on PC.
Give it a try. Do exactly what I did C:\ProgramData\NVIDIA Corporation\NV_Cache and delete everything there and skip the ones you cant. Then run the game and start a new game and watch the opening cutscene. It will 100% do the same on your laptop as it does in my video. I've seen the exact same thing on other walkthroughs of the PC version on Youtube.
This isn't... "oh just update your driver, or turn off game mode.. or try this or that fix... There IS NO USER FIX. The only way to get rid of this is for developers to start precompiling shaders upon initial launch of the game for the first time. Give us the option to do so... and I will always do it.
We need to actually admit and address this as an issue for developers to start doing anything about it. I'm not trying to be rude.. but enough is enough with all this hitching in our games. We spend thousands of $$$ on PCs that can play at 144fps... but have to deal with stuttering and hitching all the time... what's the point?

I have noticed that lowering the shaders to low in the settings help with the framerate and stuttering.
Thank you for this. There is nothing worse than some person who likely floats through life with out a clue most of the time chiming in saying "I havent experienced any issues". Dude I run this game on a RTX 3070 and it still stutters.

I was previously seeing the game stutter down to ~5fps for a couple of frames, then back, and it seemed to be particularly bad whenever the camera rotated. Now I'm able to get almost locked 120fps with very occasional drops to ~112fps.
I don't know why Control Flow Guard seems to impact performance in UE4 games so significantly, but disabling CFG all but completely removed the stuttering in the few UE4 games I tried this morning (Squad, Borderlands 3, It Takes Two).
I strongly recommend disabling CFG *specifically* for games you are seeing performance issues with and *NOT* disabling it by default.
1.Search and Open Exploit Protection
2. Click On the Program Settings Tab
3. Click On The + Add Programs To Customise
4. Click On Choose Exact File Path
5. Find Game Which You would Like To Try To Remove Stutter. Click Open
6. Programs Settings For Game Opened, Scroll Down To Control Flow Guard (Never Use For Global Setting)
7. Put Check Mark In Override System Settings And Turn From On To Off And Apply
8. Restart May Be Needed
