Dog Death: Can I keep dogs alive by putting them in storage?
Also, are there any rmajor consequences to turning dog death off?

Whilst I absolutely get why the idea of a dog dying would be potentially distressing, so too did the developers, and I think they've gone around it in a really neat way. Lifespans are short, dogs are grown in a lab, and they're not *really* dogs since they grow in larval cocoons and hatch from digitally-fertilised eggs.

Trust me, there are WAY worse things that could happen to dogs than letting them perish.

Yes to the first question and not quite to the second.
The "consequences" are mostly in terms of game balance and missing out on the many death related mechanics.
