Report a translation problem
I've been playing around with this today and can't reproduce the issue. It's possible there's a specific set of conditions to get this to break, or it's possible you're doing something slightly different than what I expect. Are you clicking on a new pen to focus it, or are you just scrolling over with the mouse/keyboard? The game won't count a pen as focused unless you've clicked on it to re-center the camera.
Aha! Thanks for that detail. You're right that the game isn't detecting the active room correctly when you select it that way. I'll have that fixed for the next patch. In the short term, if you select the active pen by scrolling around and then clicking on it to focus it, this should definitely work.
