Honestly, I don't think there are any heroes in the game that are straight up OP. Just some heroes that are much easier to do well with and get a ton of kills with, such as Haze. Pretty much every hero has a couple of items that can counter them pretty effectively. I used to detest Bepop and his hook+bomb combo, but debuff reducer+remover pretty much negates him entirely.
My issue with the game is the matchmaking. That desperately needs some work

Haze's major damage ramp-up is Fixation, which isn't even Spirit damage(Update: it now has added Spirit) and yet it goes straight through metal skin. Only base-line bullet damage is halted by MS.
Really, when a Bepop had a big-brained move to uppercut mid-ult Haze towards me, I could tell it was one of the kids from the generation that breathed in too much lead from petroleum, because it's like hitting a button that causes them to announce that they're an imbecile that pays no attention to the game, only what other imbeciles are saying.
'Buy metal skin and STFU', is their calling card.

but feels like the biggest problem is just that haze has 0 bullet spread
with fixation she can even do insane dmg on range
the ult is just a nice extra
especially for early player farming when they have almost no chance to counter it
If Metal Skin, the item that is supposed to reduce Bullet damage to 0 for the duration, does not work against Fixation, what makes you think Bullet Armour does?
By all means we can easily test it, BUT it still means an item even more expensive than Metal Skin is being suggested.
Maybe, just maybe: a character that has no recoil/spread on a fast weapon, a fast base move-speed, a CC, cloaked movement boost, an on-hit passive debuff that actually does it's own unique damage, small hitbox, even smaller critical spot, and an instant-cast AoE ult with all passive benefits applying...might be a problem to balance?
Oh and they're all on some of the lowest cooldowns of any character with similarly strong kit.
Geist at least pays for her low cds with her health, and miserable restrictions on the abilities supposed to restore it.
Infernus can only stack ignite which does no damage until it changes to burning, which can only be refreshed: it doesn't stack, which is a mistake a lot of people still seem to be making by spamming bullets rather than taking single pot-shots to refresh the burn.
Wraith's equivalent to the sleeping dart happens to be her actual ult, and it's easier to dodge as long as you reach a safe spot.
Added Spirit damage. It's still mostly Bullet+Fixation, but the devs must have thought Haze wasn't strong enough. I just tested and saw for the first time: they have added Spirit damage to Fixation too.
This is what designing games using spreadsheets does: creates perverse outcomes in reality whilst chasing mythical statistic equilibrium.
