Also, bullet velocity is a relatively small difference at close range, your reaction time and mag size matters far more than bullet velocity difference.

So the reason why "bullet velocity" differs between heroes is because Valve/Icefrog want to make certain heroes a little bit weaker when laning at range (the only time bullet velocity really matters). The other way to look at it is that Valve/Icefrog is trying to force you to play Dynamo closer to the fight if you want to consistently confirm souls.
I just think it shouldn't have such a high impact in the early game.
I think the reason why a lot of people don't like the first ten minutes of a game is due to the confrontation of seeing that you might get outclassed by someone in a direct manner. This is why people tend to like team-based games so then they can blame someone else for their mistake (and mitigate the negative psychological impact). But to add to this that someone has a clear advantage over you for the first 10 minutes, for me at least, makes it the more frustrating.
I think a solution here would be to start with a map with 2 lanes in stead of 4. This way, you can get to the fun part of having teamfights sooner and the people with the slow velocity can focus less on the soul shooting. I think it would be worth experiencing with...
You may be trying to secure farm from too far away, you may not be as good at using his pistol compared to other Heroes (not throwing shade, im terrible with Ivy's weapon but look like an Ace in comparison using Viscous'), but I know you can mitigate his bullet velocity issues. You just cant secure farm under the bridge from behind tower like you can with some other Heroes. Thats fine, Dynamo, Viscous, Kelvin, and company are not meant to be snipers
