This has been nerfed. When Ivy picks up an ally they will deal -50% damage.
Buy Knockdown or Curse. I'd say it isn't hard but nobody in my pubs (or even when I'm premade with friends) will buy active items. They flat out refuse to.

The item is overal usefull in any situation. And many, if not most heroes got "shutdown" in their skills, give noobs time to learn how to use CC and Sevens droprate will drop to the ground (or some streamer "invent" Sevens gunplay build and masses will follow).
Now comapre Seven's stats and abilities with other champs. Seven starts with one of the highest DPS in the game and also have braindead AOE damage skills that take no skill to use. On top of that he has OP large area (I think it is the largest skill area in game) damaging ultimate that you both say "just buy a specific item(that might or migh not be an use for other champs - but is needed to stop Seven specifically as you just said yourself) to stop him". Yeah certainly not OP. And 90% players try to queue seven because they like his hat.
Never said you need Knockdown, by the way. It's just a good option if he is giving your team trouble with his ult. I don't generally buy it because he's not giving me any trouble. There are far more annoying characters like Bebop to worry about.
I've wasted a lot of time in DoTA1, HoS and LoL to know exactly how balance works in MOBAs(it does not work, it is perpetual cycle of adding, nerfing and boosting various champs to create new OP one) and that OP champs are chosen by most players, especially in ELO hell, where they try to mimic top players. And top players who chose op champs because they are top players and they play to win not to have fun and relax. And when top players gets some mid champ and finds OP meta for him, then his usage again gets higher. Untill another nerf comes and the cycle is complete.
Right now Seven and Haze are two most OP champs in this game.
