Some stuns (Ivy's rump stomp, low mobility Dynamo ult, etc.) can't reach him if he uses the rail system to launch himself high over the spawn zone or jumps from an elevated platform to zap an area. A smart tank and/or support will have targeted useable items to inflict stuns and silences, though.
Bebop and Paradox can both forcibly move him into cover or somewhere else where he'll do less damage; Paradox needs her ult for that, while Bebop is only burning a basic ability. Kelvin can drop his dome to provide a LOS block, but that's another ult-for-ult and if done poorly then he might lock himself inside with Seven and get zapped like a Tesla dome.
Shiv's serrated knives are the least damaging abilities in his kit.
They still do a great job against a stationary target at any range and can whittle away Seven's HP bar just fine; other skillshots often have upper limits on their range and can't reach him when he opts to use the rails for a high altitude storm.
