Sure, you might not be able to attack the person that's sleeping, but it can either keep that person out of the fight or be used to catch up to them and secure the kill anyways. With single target, Wraith's ulti would be even less useful since it already has a relatively close cast radius, so you'd have to somewhat expose yourself to get off a single target stun that lasts for 2 seconds AND has a travel time as I've had people who ran away from the stun for 10 seconds straight before getting caught
Realistically speaking, single target would only be good for targeting solo heroes and do very little to help with bigger team fights later in the game
Otherwise, it's just a mild inconvenience to the enemy team and they'll just keep playing like nothing happened
