If you take a close look at her current "skin", then you can see placeholder lines showing muscle details and "tattoos" that the devs probably planned to add with proper depth and coloring later on. She even has the Roman numerals "IV" etched into one shoulder, suggesting she's the fourth in a series of gargoyles and providing a gag if you say the number's letters out loud.

A lot of fan-artists have already settled on the idea of her using cheap cloth/bandage chest wraps; this might just be to ensure they can't possibly get in trouble for showing a bare-chested female-identifying character on various sites despite her not being "detailed", though.

Vindicta is hardly unique; pale-skinned and barefoot ghosts are more common in media than you'd expect.
