If you're struggling early game then focus on defense and clear jungle camps religiously if there's nothing to defend or push.
Slowing Hex will deal with characters that like to run, and Extra Stamina is a VERY cheap 500 soul option that helps with chasing, along with Warp Stone, Fleetfoot, and in some situations like Vindicta or Grey Talon, Knockdown is extremely good at stopping them from flying away. M&K are annoying to chase though.
In games where I lose lane I still end up keeping up with the soul leader for most of the game through jungling. Picking fights when you're behind is a losing prospect, and you're better off playing defensively instead of going for a gank that best case nets you a small amount of souls and worst case wipes your team.
tl;dr Farm a lot and don't fight if you're behind. Buy actives that counter the problem heroes on the other team. Defend what you have until you can stage a comeback when they dive too deep or position poorly.
I believe you that it's _possible_ to turn it around, but I think the _possibility_ of one character leading the game on alone is quite bad. Notice that I'm taking any the possibility, not how to overcome it. Three characters completely over leveled leading the game is understandable, but only one is not cool. We can team up against that one, yeah, but if they team up too, we lose.
I get what you mean about the laning phase, but when you can be at a starting disadvantage, it's not cool. I'd prefer to be have the _choice_ to farm safely.

I'm not the best of players, but please read my above comment to see what I meant about the snowballing.
The laning phase is still too agressive. I agree with everythign you said, but there are characters/players that make farming almost impossible, be char or skill wise. They take a super agressive instance, only shooting you nonstop, while you try your ass off to farm, and they can kill you easily while I, probably cause of skill, can't kill them. And there are some chars that have a great advantage at that being agressive, such as Shiv and Haze as I mentioned. I believe you that they're nerfed, but I think they're still too strong in their basic damage output, such as Haze with Obsession.
