New MMR makes no sense

There is no solid number.. just a rank.. and it doesn't seem like it matters if you win 8 games in a row or not.. It values your win over loss ratio across all characters it seems like.. im like 14W out of 18 Games and somehow i still have a negative arrow over that particular hero.. Not that any of this truly matters anyways, but why even implement this feature to change all of matchmaking if it doesn't even really clearly describe how its measuring..
