The issue I think that's there is that in most cases, she isn't going to hit multiple enemies, but is only using it to target one, yet it's designed as an AoE. Not every character needs to be the same and it's good if some specialise around a particular ability and others can go all-round, but with Yamato you are either fully committed to her 1, or going bullet, Her spirit damage scaling is focused on the 1.
As a Geist enjoyer, I think her default mobility is terrible(it appears to be the worst of all) and I need to almost always get sprinting boots and extra stamina. There's a disconnect between her burst-capable 1 and 3 with their long ranges, and the incredibly short range of 2 and 4 along with the pistol, which seems to be more in line with shotguns unless off-beat build choices are made.
Her ult is also criminally: single-target, not-lethal, long cooldown, no CC, and the upgrade buffs are small considering that very long cooldown and range requirement. That's a lot she shares with Yamato. Both have poor ults simply because of the vibe given to those on the receiving end, not the actual effect.
