Good question. I also saw your post in feedback and bug reports but I'm responding here because it's the more recent thread.
Customers still wander on Plot Tiles and wait in line outside when a shop is closed, they just will not enter tiles tagged with the shop name while the shop is closed. Although it sounds like you already messed with the tile types and have not found the solution you want.
If you want to send in your save file, I'm happy to take a look and see what's going on. I can either let you know if there's a setup change you can make to resolve things or if there is a bug caused by specific factors in your shop that we can then fix for everyone. You can send in your save by going to the ESC menu > Settings > Help > Report an Issue.
Another thing to note just in case you aren't aware is that customers who are inside of your shop when it changes from open to close will stay and finish checking out, but no new customers should enter.

Ok, so the customers have been doing this right from the start, often coming into the first shop plot, and 'leaving via the corner of the shop.... i recently changed the shops layout and now they just bimble around inside of the building, messing themselves all over the place and dropping litter regardless of nearby bins, but i notice they usually do so generally if theyre not satisfied when the shop is open, or once the customer gets stuck in the shop and dies of hunger or thirst.
Despite the que sign, which has been both within he plot grounds or out, they kinda seem to ignore it and just walk inside regardless, even though when you talk to them, they say they're leaving or have found something they like and are going to the till.
I'm just starting a new plot on hilltop or whatever its called, so we'll see if either a similar way that i build things has the same affect, or if its just the first plot.
I will gladsy provide you with whatever is needed, as i've been neck deep in this game since i bought it, it has found a itch to scratch within me and i bloody love it. (i'm 40 :'D) No one has created a game quite like this one, and it's easily booted other similar games out of mind.

I appreciate you sending in your save! I took a look, and it seems like this issue is caused by a bug with the customer plot wandering logic that's pretty specific to your setup.
A couple of things are going on with the bug and normal customer behavior, all related to the fact that your shop is sort of spilling out over the edge of the plot area in the front.
Your waiting queue isn't inside the plot and isn't on a floor tile (you can see this when you hover the item, and it displays that customers can't find it). Because of this, customers don't have a waiting queue to line up at and will just wander on plot tiles before going into the shop or when the shop is closed.
This is where the bug comes in. We added functionality for them to search for waiting queues on nearby shop tiles, but this functionality was not set up entirely right. This is the main reason why they are entering your store while it's closed - they're coming in looking for a waiting queue when they shouldn't be. We're working on fixing this now.
Another quirk of how our navigation mesh works is causing them to enter to use your needs area, albeit less often than the first cause. Because the navigation mesh bounds are not perfectly accurate for performance reasons, and because your needs area is set up so close to the plot tiles, occasionally, a traversable connection is formed between the two. Customers in plot areas can use needs areas so that you can have snacks or restrooms in your waiting room/plaza. So, in your case, they are entering your shop to use the restroom, thinking it is part of the plot area.
Until we fix the bug, you can curb most of this behavior by moving your waiting queue onto the plot tile in front of the rightmost door in your current setup. Customers will then line up and wait properly while your shop is closed, though some may come in to use your bathroom.
The other part of keeping your customers out better is enlarging your plot area. Since your build extends on top of the entrance path, the only two plot tiles your customers see are the two in front of the rightmost door. There isn't much room for your customers to wander or line up when they can't enter your shop. The stairs in front of those tiles are out of the plot bounds, so they aren't able to use that space effectively. If you create a larger waiting area with a queue and give it a bit more of a gap between your internal bathrooms, you should fully eliminate this issue.
We will fix the bug where customers go looking through your shop for a waiting queue and end up inside, hopefully in the next larger update, if not sooner. Once that is fixed, your setup will function a bit better as is if you don't want to change it.

PS: Your shop is really nicely done! I like the layout, and it's very organized.
My other observation was similar behaviour with the customers using the waste bin, and i had wondered perviously about its placement, just like this current issue, however, please note that the waiting sign and the bin were previously outside in a small pathed area and they still had similar interactions with the building then also, however, i did notice that the foundation was very slightly over the pot foundation, and was what i thought was the main issue with customers looking to get out of the shop at that corner foundation.
If i may add, that when the shop was alot smaller, with an outdoor paved area, if they got attacked when waiting outside, they were still runing into the shop if they were hit by (zombies? i cant recall the terminology used here- and they are creepy btw, theyre awesome btw) - they would run into the shop luring them inside also, which, i can appreciate as they would really eh. I was considering traps at the doors, but i didn't want customers dying at my hand...ha.
None the less, i will build very specifically within the next plot and see how it develops, this game will very likely bevome an all time favourite game that i'll forever come back to as it primarily acts as any other rpg game of which you can sell what you have and find, craft etc, and you get to build and adventure. Absolutely brilliant game. Thankyou all!
