Steam MSM isn't the same game as Mobile MSM. If you want to play Mobile MSM on a PC you need a mobile emulator such as Bluestacks.

For Steam MSM, like for many live service games on Steam, your Steam account *is* your MSM account.

And no, you can't transfer your account progress either -- the games are entirely separate. Separate servers, separate economy, separate playstyles, separate playerbase.
