Shouldn't matter anyway though, whether it's marked for deletion or whether it is fully deleted, the result is the same, your MSM account is gone and you can't play. If that's not what you wanted, why delete your account?
For Steam MSM, your Steam account *is* your MSM account. You cannot log in with a different one. If you want to play a different Steam MSM account, you need to log into your other Steam account.
If you want to play with your Mobile MSM account, you need to play Mobile MSM (either on your mobile device, or on PC via a mobile emulator like Bluestacks).
Steam MSM is not the same as Mobile MSM. They are different games, even if basic gameplay and live-service / events are the same. Userbase, playstyle, game type (one mobile, one idle/casual), economy, accounts, servers are all completely different and separate.
Also note that deleting your account is not the same as resetting your progress. This game (like many other live service games) does not offer an option to reset your progress. (It doesn't make much sense to have that option in an F2P live-service game with IAP anyway.)
