No not yet. They will be having an Alpha test first for select content creators and then after that they will have the beta.
The beta is not out yet. See my response above :). I personally bought the game on the gameforge client so it is already credited to my account. Not sure how steam is gonna work but I am sure when the time comes for the beta to arrive there will be announcements for you to pre download the game.
The game has already been out for quite some time in China and they haven't changed it to Open World so they probably will never make such a game changing adjustment like this.
I asked a producer from Gameforge what engine it was and he replied they are using Havok engine.

I don’t think he’s referring to not wanting to pay for the game. For me, I bought the Deluxe copy on their website bc it comes with a second key and it’s cheaper but $53 for standard edition isn’t bad either if I were playing alone. It’s affordable for a first world country. It’s not affordable for a lot of third world countries though. There’s no regional pricing which I’m pretty sure is what OP is referring to. $53 can be a quarter to half of someone’s monthly income in a third world country, which would make the game entirely unaffordable.
