In the pawn shops if you click the Buy tab instead of the default Sell tab there are bags that you can get.

Pickpocketing Rich people with Medium difficulty will, more often than not, have crates of 20 snails on them. You can max out your Snailway pretty quickly if you concentrate your pickpocketing on them.

max out car density and people density and let the cars do the work. the cars will run people over for you, good for money and snails i have 50 crates of snails in the bank

Not just medium, you can get two crates from one with hard difficulty.
