Edict of promises entrance key?

I seem to be stuck, as I can't open the Edict of Promises area. I walk up to the stone, but the action button prompt is greyed out.

I have basically the entire map uncovered, except the arena, as I didn't finish the challenge yet. Didn't fight any of the final bosses yet either.

What am I missing to open this?
