Tier 1, 2 and 3
What's up with the Tiers? What do they mean exactly?

It's kinda like British Premier League soccer - the tier 1 is the "top" tier (the AAA), 2nd and 3rd tier teams are working to make their way to tier 1. At the end of each season, bottom tier 1 team gets regulated to tier 2, top tier 2 moves to tier 1, bottom tier 2 drops to tier 3, top tier 3 goes to tier 2.

Oh Okay Thanks! that's different, what is it based on, whats makes a team a Tier 1?

I think it's based on the average rating of the teams, though there are definitely some outliers, and the team you play always starts in Tier 3. Here is the alignment from a game I started recently - I was playing as Tennessee:

It can be random. When the franchise starts (in the franchise setup options), you have the option to place them randomly or place them based off of how good the team is. T1 is the best.

Thanks but why have Tiers?

You have too work your way to the big leagues. The lower tiers are bad teams like the browns. Tier 1 is the elite of the elite of clubs who are constantly winning.

The superbowl in axis is only in tier 1, so yeah you can't win the highest game, until you are at the tier 1. Now being in tier 1 will also cost a lot more money running your team.

Tier system requires you to really know your team you can't just dominate franchise forever like in madden. Players get hurt, or get really expensive.

Axis wanted to spice things up and move away from the standard american football format and try something different as they want to build a really good simulation football game. Axis Football is like its own virtual football league like the XFL if you want to think about it like that.

While I respect the thought to make something different, I wish they had made that an option. Personally, I can't stand the tier system and would turn it off immediately if that was an option.

I believe they have talked about adding an option in a future axis title

I was gonna say that too, I didn't know that was a part of the game, it should be an option. Integrating Soccer into American Football.

Yes, this is the biggest drawback in the game. I like American Football divisions. I can't see how you are trying to gain new customers but don't allow options to make everyone a little happy.
