Where is the torture room in Chapter 5 ?

Is there any reason to go there ? I found the key for it but it may be irrelevant as I've found other keys during the game to places I've already found different ways into without the key.

I may have already been in the torture room. I don't know.

It probably just has another weapon with no ammo like everything else.

The place I found they key at had a document lying around tho immediately next to it, saying it all.

I did go down a manhole which had a "electrified" water-filled floor which led to another room with a couple of goons and a document. Was that it ?
