Are non-evil goons a thing?
Game allows us to knock out enemies without killing. It got me thinking. IRL It's always preferable to take a suspect alive and interrogate. IIt can reveal many interesting info and safe a life of potentially innocent or at least not-so-bad person. Many people become criminals out of need, not desire. To save themselves and people they love. This is not an excuse, but still

And sure, most of the foes here are irredeemable thugs that enjoy pushing around other for money and fun. But some MIGHT BE just a victims of circumstances. And one of the thugs at the comic shop kept saying "remember, you're doing this for her"

So, I am really curious. Is there anyone among our foes that aren't actually a-holes and didn't chose life of crime, rather than being forced to sell themselves as hired thugs? For survival?

Not right now no. Like in Half-Life, enemies in this game are caricatures used to paint a broad personality.

I guess the closest one to a non-evil goon, especially with your last sentence, are those shop owners and barkeeps operating inside Benedetto and Glassheart turf respectively. They're not goons per se, nor are they strictly "non-evil", but they are no doubt just going along with the gangs in their respective areas for "protection" and because theirs are gang hangout spots. They may or may not be in on the mobsters' dealings and crimes, but they are at the very least complicit.
