How to increase internet speeds?

Two of the achievements require internet speed over 75% and I can barely get mine above 50%. I have max technology and max state telecoms and said yes to the situation that increased internet speed and yet my internet speed doesn't change. Are there any other ways to increase internet speed?

Doesn't look to be, there is a dilemma that can have a minor increase on the internet speed but otherwise it just sorta hangs out near 50%

In my test run with unlimited Political Power I tried everything but the internet speed just doesn't grow because the modifiers affecting it are small in number and unconsequential.

I've used that mod, it actually doesn't affect internet speed if I am not mistaken.

Technology, Space Program & State Telecomms are the only things that increase internet speed.

Only other thing you could do would be to have more experienced Economy Minister, since higher experience = higher effect %, which is multiplied to initial value.

Necroposting, but I barely got this achievment by nationalizing a thriving telecomms industry (top end of the graph) as Korea - so thanks GGLoner for the tip (I would never imagined you need State Telecomms to achieve this lol). I would strongly recommend devs to tie telecomms industry to internet speed also - if industry is thriving, it should definetly increase speed, if it's stagnating it will decrease it.
