Worth it if I already have Democracy 3?

Basically as the title says. I loved democracy 3 and right now I have an itch to get back into the game. Should I just boot up 3 or is democracy 4 enough of an improvement? Does it really add anything new? Most reviews I've seen are from when the game first released and aren't updated

Almost certain I have commented on them all, and it is more or less the same thing in each comment.

Long story short - wait longer to see what the final version ends up being, not enough imo to get it (I already bought it so I am making due with that decision). Go read my other responses on the other similar posts to this - more detailed explanation.
