Bottom Fishing Tutorial
Assemble a Bottom Fishing Rig

The Rod menu is where you can assemble your own tackle. Open your menu by pressing “I” and navigate to ‘Rods’

Shown is the following:
Introduction to Bottom Fishing
A Bottom Fishing Rig consists of a feeder rod, spinning reel, line, sinker, hook, and a piece of bait. Select an Equipment Box and choose the Bottom Fishing Rig style to get started.

I have two equipment boxes tin the upper left-hand corner that are blank. The first equipment box is blinking with a yellow outline. There is a third “Backpack Expansions Available”

I hit “Confirm” and nothing happens. I click on the first empty equipment box that is blinking with a yellow outline and “Choose a Fishing Style” with boxes appearing. I click on the “Bottom Fishing Rig” box.

Then this appears:
“Choose an Attachment” that appears with several boxes below it that are all greyed out. The first greyed out icon is “Rod” and the icon has a “+” sign in it. I click on the “Rod” box and it just clicks with nothing happening.

How do I get a rod, to go on from here in the tutorial?

This is really old and I hope you've found a solution by now, but I'm bored so I'm just gonna necro this post.

Not sure I'm understanding exactly, but go to the tackle shop, and store a few things to make sure you have free space available, then look in your storage for the bottom fishing gear the quest is talking about and transfer it into your inventory, then exit the shop and assemble the gear setup.
