Scale Mail Silver broken?

I'm trying to complete the "Catch a silver fish at the marked spot" part of Scale Mail, and I'm in the correct spot, but I can't get a single fish to bite, of any species, of any size, using any bait, lure, combo.

Is this mission glitched where nothing is spawning or did I just somehow lose all skill in this game?

You should be able to clear this mission under these conditions.

I don't think the mission is broken, but the conditions for the fish to appear in this mission are too rough, and I feel very angry at the developer for setting it up like this. Even if you go through the trouble of clearing this mission, there is no sense of accomplishment, only stress.

Additionally you can throw HotDogs as bait to improve your chances. I had also trouble with no silvers spawning right on the spot.
