Ruby River Photo challenge 1 (FISHING)

The picture was taken quickly as I arrived at the scene. Now I have to stand on top of the dam to catch the fish. Except I can't cast from here. The railing is either blocking my way or if I back up and try to cast over it, it says I that my cast missed the water. I managed to get on top of the railing but my cast is still blocked. For a game that has been out this long, seriously devs. At least make sure we can complete the challenges. This is a gamebreaking bug and should not be in the game at this point.

Make challenges about catching the fish in the vicinity not from a specific point.
I can also question wether it make sense that the quest does not trigger if you catch a bigger fish than the quest tells you to. Isn't fishing about "the bigger the better"? So if I catch a silver ranked fish when challenge says bronze, should I not simply pass the challenge then? It is strange to me.

EDIT: In the past I have not been able to leave the allocated spot for these challenges, I want to add to anyone who have trouble with this, I caught a Silver ranked Muskie when doing the Bronze Ranked Walleye challenge and somehow completed the Ruby River challenge which is a Bronze ranked Muskie. Confusing but I am happy I got it done.

Can any developer confirm how this works??
