Try turning off vertex fog and see if it clears up.
Can you also check to see if you've got the latest Graphics Card drivers too?

Was this different after today's patch? Or was it always this way for you?
Make sure your fans are spinning, and all heatsinks are clean.
AMD cards from back then can't handle high tessellation factors, so you'll have to start cutting back on settings.
Shadows, AA, and Reflections is where I'd start to cut before sacrificing detail.

Did you try lowering pre-rendered frames in AMD driver control panel?
I haven't run an AMD card since the 390x failure, so I can't remember what they call the setting, but I think default is 3 frames rendered ahead, which I'd reduce to 1.
It appears they're calling it Radeon Anti Lag, so just set it to enabled, and it should limit the flip cue, (pre-rendered frames), to one.
I always used ray adams tool for tweaking AMD cards, rather than installing their bloatware.
I've seen symmetric anomalies like yours clear up by a simple re-seating of the card before, but it may be time to start shopping.
I find it very difficult to believe my card has an issue as I have read about others having similar problems AND the fact I have literally no issues on any other game I own.
