spin fishing 101 bugged?

it tells me to equip a spinning rod, which did and the quest still tells me to do so. Can't restart the quest or delete it. girl keeps telling me to do so.

Not to necro, but going to leave answer here since this was the first hit when I searched.
The tutorial mission "Spin Fishing 101" tells the player to "Equip Spinning Tackle" without providing much detail.

It may be obvious to some, but the mission is waiting for the player to equip a lure or jig (jig head+soft plastic) before moving on to practice luring techniques.

I got stuck on this last night and found that the game also wanted me to equip the spinning lure on a particular rod for the quest to progress. I have 2 rods classes as spinning and meeting the requirements on one vs the other was the fix.

thank you very much got stuck on this i had a 10 spinner 2 7 a 4 and a 1 so i had no idea wich one they meant so the smaller of the 7 ones was the correct one i dont understand why we just couldn't equip any spinner really

I dont have a size 7. it says one is in backpack when I go to the store but its not an option to equip. However it did give me a size 8 that I can use. but it doesnt seem to count.
