There's one for each map through the Foxhunt.

Every map has one hidden ball per hole on easy mode and one putter per map on hard mode. That includes the original and all DLC maps, so quite a lot at this point! :)

To combine every answer so far and add an important part:

Every hard mode map foxhunt yields one putter, except Laser Lair, which has two foxhunts and thus two putters and Myst, which has three putters. So with a combined 20 courses currently, that's 23 different putters overall, not counting the default ones.

There are 23 courses actually. So there are 26 non starter putters.
