Iirc that person is somewhere at the North pole in a town accessible by going past the left side ice skating dungeon map.
You can change your roots the moment you enter central plains, there is a shortcut to mongolian village that requires no progression there, in-between two mountain ranges close to Jingzhao if I remember right
Confucian roots are only used for two kungfu's. Gentlemen/lady's inner kunfu and the 20+ morals one of unnamed island.
Both are really good for stats but that's about it. You can make do without them until you get to the centrals plains. Do a quest for the ragged brother, beggars grove and the step after that and you'll unlock the snow area.
If you ever feel weak in this game, spend a little time training the mc on unnamed island with one of your second fastest unit after the mc sitting in the back with the escape boot found in waterway cave. Use you're mc to hit as many enemy's as you can with your best AOE and he'll get a ton of XP. Which is mainly good to level up your kungfu fast.
