When game is finished? At some certain level?

So I bought this game on PS4 cause it was cheap, and I can finally answer this question. Usually every 1-2 levels you will get an event where a cook will tell you something about their life or you have a reviewer coming. Additionally every 5 levels you get a new chef with the last one at level 20.

Knowing this, realistically you should be able to finish the game at level 23-24, however I just reached level 26 and had nothing, so I restarted my game and the french chef had the story marker, thus giving me my 3 star rating. So if you reach level 25 (or 26 in my case) and you don't see it, save and restart the game.

I managed to get this at level 22, I think it pops up when you've got all dishes at a 3 Hat Rating. Could be wrong but that's when I got it
